Services Investment Licenses in Saudi Arabia: A Guide for Foreign Investors

Expanding your business into Saudi Arabia presents an exciting opportunity, but it requires strategic planning and a solid understanding of local regulations. A critical step for any foreign investor is obtaining a service license from the Ministry of Investment of Saudi Arabia (MISA). These licenses are essential for regulating and facilitating foreign investment across various service sectors, ensuring that businesses can thrive in the Kingdom’s dynamic market.

Overview of MISA Service Licenses

A MISA service license grants foreign companies the legal authority to operate in various service based sectors in Saudi Arabia, including:

  • Construction
  • Information Technology
  • Tourism
  • Logistics
  • Health
  • Education
  • Financial Services
  • And more

Each sector has specific requirements and documentation that must be prepared to secure the appropriate license.

Essential Documentation for Your MISA Service License Application

To apply for a MISA services investment license, you will need the following key documents:

  • Commercial Registration
Provide a certified copy of your company's commercial registration, authenticated by the Saudi Embassy. If one of the partners is a GCC citizen, a copy of their national identity is required unless their information is already registered in the ABSHAR system.
  • Financial Statements
Submit your company's financial statements for the previous year, certified by the Saudi Embassy.

Key Compliance Guidelines

When applying, it’s important to adhere to the following guidelines:

  • Shareholder Requirements
Ensure that the shareholding and capital meet the financial thresholds specified for your industry.
  • Premium Residence Holders
If you or your partners hold a premium residence, you are exempt from certain standard documentation requirements.
  • Disclosure of Previous Licenses
If any partner has previously been licensed by MISA, this must be disclosed in your application.

Understanding the Costs

Here’s a breakdown of the costs associated with obtaining your MISA service license:

  • Annual License Fee
SAR 2,000 per year, up to a maximum of five years.
  • Subscription Fee
SAR 10,000 for the first year to access services from MISA's investor relations centers, increasing to SAR 60,000 in subsequent years.

All fees must be paid within 60 days of receiving your bill, or your application will be canceled, requiring you to start over.
